Accessibility Statement
Our commitment
The PBO Portal is designed and maintained with accessibility in mind so that government services can be used by as many people as possible, including persons with disabilities and older users.
Philippine government accessibility standard
DICT Memorandum Circular No. 2017-004 prescribes the Philippine Web Accessibility Policy and applies to Local Government Units. It adopts ISO/IEC 40500:2012, the W3C Web Content Accessibility Guidelines (WCAG) 2.0, as the Philippine standard for accessible government web content.
The portal therefore aims to support the WCAG principles that content should be Perceivable, Operable, Understandable and Robust.
Accessibility practices used by the portal
- readable text sizes and sufficient visual contrast;
- clear headings, labels and form instructions;
- keyboard-operable controls wherever technically feasible;
- visible focus and validation/error feedback;
- responsive layouts that work across different screen sizes and zoom levels;
- text alternatives for meaningful images and icons where appropriate; and
- plain-language notices for privacy, security and important user actions.
Known limitations and continuous improvement
Accessibility is an ongoing engineering and content-management responsibility. Older legacy pages, historical reports, scanned documents or third-party components may not yet meet the same accessibility level as newer portal screens.
Need an accessible alternative?
If you encounter a barrier using the portal or need information in another accessible format, contact the Provincial Budget Office through official Province of Albay channels and identify the page, document or function that is difficult to access.
