Terms of Service

1. Scope

These Terms govern use of the Provincial Budget Office Portal of the Province of Albay, including account access, document routing, transaction viewing, reports, administrative features and related online services.

2. Authorized use

You may use the portal only for lawful purposes and only within the access granted to your account.

• Do not access, copy or disclose information you are not authorized to view.
• Do not attempt to bypass authentication, permissions, organization scope or other security controls.
• Do not impersonate another person or use another person's account.
• Do not upload malware, intentionally harmful files, false records or content that violates law or official policy.
• Do not interfere with system availability, logs, audit records, workflows or official transactions.

3. Account responsibility

You are responsible for keeping your sign-in credentials confidential and for activity performed through your account, subject to applicable law and verified security incidents. Report suspected account compromise promptly.

Public registration is for an identifiable real individual only. Shared, office, automated, test, duplicate or impersonated personal accounts are not permitted. An account that cannot be satisfactorily verified may be placed under review and scheduled for removal, with an opportunity to correct the required information and request administrator review.

Organization membership, roles and permissions may be approved, changed, limited or revoked by authorized administrators according to official duties and access requirements.

4. Government records and portal information

The portal supports government operations and may contain official or working records. Information shown in the portal should be interpreted according to its status, source, workflow stage and applicable government records. Where a law, signed document or formally issued government record controls, that official record prevails.

Access to public records remains subject to applicable laws, confidentiality rules, data-privacy requirements and lawful disclosure procedures.

5. Security monitoring and audit logs

To protect government systems and maintain accountability, the portal may log sign-ins, IP addresses, browser information, document actions, administrative changes and other security or audit events. Attempts to misuse or compromise the system may be investigated and referred to the appropriate authorities.

6. Privacy

Personal data is handled according to the portal's Privacy Notice, the Data Privacy Act of 2012, its Implementing Rules and Regulations, and other applicable National Privacy Commission issuances and government policies.

7. Availability and changes

The Provincial Budget Office may perform maintenance, security updates, migrations or operational changes that temporarily affect availability. Features may also change to comply with law, policy, audit findings or official process requirements.

Material changes to these Terms will be versioned. Users may be asked to review and accept an updated version before continuing to use authenticated portal features.

8. Suspension or restriction of access

Access may be suspended or restricted when necessary to protect the system, respond to an incident, comply with an official directive, enforce access policy, or address suspected misuse. This does not limit rights or procedures available under applicable law and government personnel rules.

9. Applicable law

Use of the portal is governed by applicable laws, rules and regulations of the Republic of the Philippines and lawful policies of the Provincial Government of Albay.
